They were well financed from ALB deal. It was non flow through so could be used for anything, it shows the cost of a mine access road v the requirements of a normal road.
I am not sure what funding would be available for that 21klm. In itself, it provides no real indegennous benefit. It was approved quickly which shows the regulatroy differnce for an access road. The grand alliance was part of nord 2.0 plan, its benefits go beyond a single mining company so it understandable its government funded.
