100% correct. LTM have a multitude of problems at James Bay to overcome. But ill keep it simple for @triage and his multiple online profiles.
James Bay were aiming for 311klt. Yet, are restricted to X round trips per day, and X per day during duck, moose and chicken season - I think it was 10per day from memory between 6-10am and the 2-6pm. similar rules exist for blasting. LtM can't reach 311klt based on the restrictions imposed by Comex so Asic with scale is screwed being that you cant haul more than 63mt in a single trip. Same will apply to others using billy diamond hwy into the future.
As for power, @triage feel free to do some research before you start calling out other people. Show me the approval proces
