Note that although the "official China Spod price" is reported as $780, only last week Albemarle was paid the equivalent of $870 for SC6 by China Inc in a periodic auction.
In fact, given that the full cost of Chinese and Chinese African production is almost certainly in excess of $1,000, there is constant demand from China so long as they can scam Western producers into selling to them below $1,000.
