The PM has been in power for 40years. To suggest that he isn't a defector dictator, in Africa, is ridiculous.
He can sign it himself. You don't hold power in Africa for 40yeara via democracy.
Add the layer of crony bureaucracy of jobs and positions for needless politicians, and this provides the PM the "protection against corruption" claims.
He isn't signing because he isn't read(or willing yet) to do so. To think this is "because there are many parties in the process still to consult" is ignorant and naive if what Africa is and how it operates.

But hey... If this thread is anything to go by.. It's full of naive "insiders" throwing around imminent for 5 years now.
