I have posted about the problems with China control few days before the WSJ article appeared. I do not think they will get approval from the US government for this deal to begin with. Because of strategic considerations. Secondly, I think that their separation plant is few years behind and they are trying to get some output at all costs because of the law suit. Moly looks to me like a big industrial Ponzy scheme. JMHO.
