Yes its likely a broker/instos taking from retail (or other smaller brokers).. they are the ones who have the cash to push around markets (especially smaller caps)..If anyone says not case then they are deluded. Can see the walls constantly being moved as they set the range on all stocks (would be illegal if we did it).. and cause move on a whim unless an insider or have access to their systems then can never be certain what will come next..
