Interesting that you point that out .... it appears not uncommon.
I notice this particular company below were meant to commence construction on their project in early 2020,
( also Vanadium by coincidence) and their application is still in with the EPA pending approval as of Feb 2022 ??
I have no idea how that was meant to work ?
I might go in their forum and ask.
You may even know you seem quit expert on the subject ??
