How is it hard place to do business , when CEo has 3 of the best people in SI working for him.It does not include excellent local technical team and very cheap labour. Unlike axiom, he pnm(CEO) got ML, Export Permit, Business License, landowners support, Mining Agreements, customs approvals, all consents, tax exemption. After 5 years + $50mln still no jejevo, no PFS and no esia! On his previous project in Australia CEO also ended up in dispute and made no money. This is very simple DSO project. If I recall correctly Axiom had mining costs at $11-$12 wmt. Fuel prices and labour cost in SI has not changed much since axiom days.
