Its not the Minister, its the Bureaucrats surrounding him/her! They've never had to earn a dollar on their own, just palm upwards on payday - someone else will worry about where the money comes from. And these folk have an almost pathological hatred of entrepreneurial types who invest in mining. They've got the money, they can wait; they've conned someone or sold drugs, bugger them.
I spent my first two years after Uni as a PS bludger, am embarassed to say I spent most of my time following the racing form - horses and dogs (even had an interest in a champion dog) - long, long lunches and weekends that would start on Thursday (the **ba Dogs). Great times and I had plenty of PS mates, similarly inclined. But that was a century ago. I'm not sure things have changed that much, perhaps no dogs or horses.

The Ministerial signature will happen when the Bureaucrats get around to it and don't you dare try and hurry them, the folder will go to the bottom of the pile.
