Do any care about those who may now be waiting on the sidelines to feed their families by allowing them to return to work pronto.
Oddly enough, it's much of taxation from mining that also provides bureaucrats with more money - that's if they have any money sense - probably asking too much - plus of course it's easy money for them as no need to earn it by doing 'real' and meaningful work.
