This was discussed yesterday on the LYC quarterly report conference call.
NC stated that the WTO order excluded rare Earths as they were environmental restrictions so outside the scope of the WTO ruling.
NC went on to say that China are vigilant on their environmental protection stance and the quotas on RE are based on that stance so will not fall under the WTO rulings.
All good for China's environment and LYC. Not so good for other non Chinese industry in general though hence the WTO stance.
Time will tell...
