Thats is were u might be slighty off... the chinese are buying up alot of raw mats to build stockpile... they have built up oil reserves, steel rebar stockpiles, gold reserves, etc.... rare earth stockpiles would be the next logical step... the only reason why it wasnt done in the past was that they were holding the most reserves in the ground, so there was no need in the past.... but it may prove difficult... because the chinese people are more concerned about pollution than the Australia and US governments.
