Unfortunately that is my concern. Once again we can only assume. However even after reading the report I see no reason why it could not have been submitted prior too or at worts at the same time as the announcement was realeased.
The chosen wording to me does suggest at the time of the announcement release it was still not submitted.
Does anyone know for sure on this one?
