So why is this listing only going to be 20c?

Sentiment mostly but also a complete lack of trust.

Jokes aside, most of the valuation of the company is due to its 40% holding of PMC. I doubt that RV will be bending over backwards to ensure that we get 40% of that 1200 free cash after AISC. There will be donations and royalties and so on. The next major asset is our loan with PMC that won't be paid back for 10 years, if at all.

The 57cents we are priced at presumed that we had 100% access to something like 70 million USD in cash and gold. Turns out we didn't.

Finally, it has been 2 years to get to this point and there is no guarantee that we will make it by the end of the month. I'd be interested to see a straw poll on who hear thinks the actors at the centre of this malaise really care about it being relisted. If x64 goes private, it would probably be a better deal for them and very little out of this company, even since its Medusa days, screams "we care about shareholders".

If RV and the executive can be trusted, then sure... 60 cents is no problem and it would be value possibly up to a dollar as that is NTA. But can you trust them?
