As far as the Bundaberg stuff-up goes it is the fault of both the State and Federal governments.

The State for not monitoring what goes on in it's own health system better.

And the Feds who have control of both immigration/qualification matters and medical training and have failed badly in assessing some overseas trained doctors and also in not making enough places available in Australian Universities for medical students which is why we are importing doctors and dentists.
