xenophon kills off $42 billion stimulus plan, page-62

Not sure if this question has been posed re the package:

What would the economic stimulus effectiveness be of the handouts if, like me, some are considering diverting their payment(s) to the Red Cross? (May I say for extremely good reason)

All financial standings aside, I'm sure that I'm not the only one who would love to contribute, and see the receipt of the $950 odd from the Gov as a great thing to flick pass on to those poor souls...

Would this negate the Raison d'être of the handouts, in a broad economic sense?
