    Protect the consumer? Reduce Bank Profits (and most likely why they are screaming) but might also mean the fractional banking would go from 1:10 to around 1:8 and therefore they couldn't lend as much based upon their deposits (and this would be another way of taking money off the table and add to recession possibility). To compensate the banks would be charging higher fees to offset the reduced profits. No wonder the banks have been pumping and likely to have hit their highs.
