Here's an interesting thought...

Physical cash is being removed from society. Why right now?

This seems to be the trigger which causes bank runs to collapse banks.

Could it be that bad, this is being removed to reduce the chances of bank runs occurring? What are the limits of electronically transferring cash to other accounts?

Isn't it easier to have access to accounts inaccessible, which happened recently (which I've pointed out) whereby banks aren't working at all.
