After looking at the video there, it does look like someone was on the nearby water tank. But how would he get on the top like that? Apparently, there is a ladder going all the way to the top exactly where the 2nd suspect shooter is shown. Its a perfect setup for taking a shot at Trump while lying on the ladder and hiding behind the top vent.

I didn't believe it until I took a look at the tower using google street view (below). (See here.) Why would the fed secret service in charge leave a perfect sniper position like that unguarded?
