International ramifications:

- NPT and IAEA which safeguards the right of states to have a nuclear program under inspection lost credibility.
- Unilateral pre-emptive strikes are normalised.
- Other rouge states and dictators around the world will learn their lesson. Negotiate and make a deal, you get bombed. Make nukes North Korea style, and you survive.
