Iran is a semi-dictatorship.
In that sense, parliament decisions on trivial matters goes through a fully democratic process. But on key issues like security, nuclear issues, and others, their parliament is just a puppet. The decision comes directly from the ayatollah behind the scene.
Suspending cooperation with NPT is the ayatollah's decision, and voting on it in the parliament is just a show. It's setting the stage for withdrawing from NPT. With that in mind, imho, expect the bomb to be revealed in a year or two, if they are still in power.
