A new piece of legislation to Nationalize (which is a fancy word for stealing) the assets of foreign companies (in this case Shell, Mitsui, Mitsubishi). Similar to what the RF have done with their Airbus & Boeing fleet where the leases have been terminated so they now have to be returned. Even China has banned any of the planes from their airspace as they are now deemed to be "Stolen" by International law.
