OPEC isn't helping anyone but themselves as they've done in the past by manipulating the price of oil with production which they've always done. If they were "helping" China and Russia, they wouldn't have cut production when the oil price was as high as $120 USD. The Solomon Island has changed their stance on China and India and African are getting cheap energy from Russia as they have a massive excess since the EU aren't buying the amount they used to at market price so who could blame them for getting cheap discount.
