Ironically, I don't think immigration itself is an issue that's important to immigrants. Once they're here, and maybe their family also, you can pull up the drawbridge as far as they're concerned.
Plenty of immigrants will tell you they didn't leave their country because they wanted to be over-run with <insert nationality here>.
You also need to be here 4 years to get citizenship and vote.
