You can't tell anything by one bars action, it has to be viewed in context with what has happened on the chart in the leadup to that bar and also what action follows it to confirm if it is bullish or bearish behavior, that is why jumping in on those kind of bars is a gamble.
I prefer to wait for confirmation personally, there is no bullish confirmation on that chart just weakness following it. Look at the rally that has followed that bar. The volume, the closes and spread of the bars say it all.
