To your question, the longer we stay in a trading range (between 3 & 3.8) the stronger the base becomes. In classic technical analysis (as I'm sure you know) the bigger the forming base/foundation the stronger and easier the breakout, with the breakout range equivalent to the size of base formed.
Assuming XPE goes up and breaks and closes above 3.8 then you can expect the 3.8 as support, as you eloquently suggested. I'm certain you can forsee the problem if price breaks down 3c, then 3c becomes the resistance.
With expected good news in the pipeline Im expecting positive movesto the upside, my time and technical analysis suggests a bullish trend in December.
