The chip maker makes the chips to sell the chips. They use XPE technology within their chips (paying XPE royalties) and sell as usual. It should not cost XPE anything in this case.
The technology is not exclusive and XPE intends on letting multiple chippies use their technology so not upfront payments from chippies.
If XPE has a different role in production then possibly.
XPE is not running out of cash anytime soon as I explained above.
