I think it is far less complicated than that.
I think they are not on the IDC agenda simply because they (Xped and Intel) are not ready yet. The DeB is still in development, the demo kits were only sent to Intel a few weeks ago (which has hardly given them enough time to review the tech let alone develop a commercial strategy to go public with) and only the initial overview ADRC manual has been released (with the main technical manuals not to be released until September).
They don't want to launch something like this 'half-baked'. Good things will come - but not yet.
