This is the 'Open' standard for IoT being developed based on a form of embedded Linux, I think (and am happy to be corrected), the other group includes Microsoft, (possibly looking to extend a form of embedded Windows).
These two groups are looking at setting the standards for IoT, i.e. all embedded devices. The winner will be the standard for a very long time and have a lead in sales etc.
