In THEORY, when the time comes so close that there becomes a real risk of something going wrong when you try to convert them like physical mail going missing or a bank transfer lost and no time to send another one.
Anywhere up to 2 weeks before and they really should have LESS than 1.5c gap, but it seems the exception and not the norm.
