it doesn't matter to xrp what russia does..... it's been well acknowledged in the US that the banks and financial institutions (hence government) control the on and off ramps to the (xrpl) blockchain, as fiat is converted into crypto and back again at those institutions. it has also been acknowledged that blockchain is a truth ledger..... everything is recorded and cannot be erased. Doesn't matter what blockchain is used.... xrpl... xlm.... btc or eth whatever
