It is good news - if they can continue to carry this for a while undiluted that will be good for holders.
Nothing is surprising anymore. But one may expect that even the company is surprised at the market action as they clearly stated during the first trading halt that they would be undertaking a CR, which presumably means they weren't considering the possibility of a price sustained above 60c.
