The only ones that scream fowl play, are the ones who are going to get hurt by now having to cover what they shorted. Especially what they have naked shorted. Ouchhhh!!

As you said, they should sell their own stocks, not the one that they do not own. But, as most of them don't own any of it, then they would not be able to sell any.
