Yes, definitely a market spoofer, putting in a large buy @4.9 cent, to let the market thing there is demand, other people jump in with their orders, suddenly 3M buy is cancelled followed by a sell of 750 K.
This 3M appeared and disappeared two days ago, except somebody beat the guy selling just enough to ruin his plan.
