Yes it is reasonable to expect the price to fluctuate on good news well before any oil is extracted - and management of this company does have a proven track record elsewhere.

Putin and Bakiyev also have a proven track record elsewhere - so I hope you get the opportunity to make a quid on MHL well before either Putin or Bakiyev plays their hand - if it comes to that.
