Of course they could ignore it, BB. The Prime Minister has gone to GREAT lengths to tell Australia that the enshrined Voice can be ignored at the whim of the Government. Mr Albanese even gave us examples of when he would completely ignore the Voice body's advice.
What makes you think an enshrined body could not be ignored? It is completely at odds with the Prime Minister's ongoing assertions.
