Governments are more likely to act when they have a strong reponse from the public, the voters. That is how it appears to me.
We are seeing this strong response from people now. That is my point. It was immoral then but was not much of an issue whilst people were getting by ok. Now they aren't, and this has become a much bigger issue.
So, are hard times making people more concerned about fairness, morals etc? N
