I don't think the French and Dutch votes are that important because I can't think of a constitution that was decided by a referendum. Most constitutions were imposed on the people. However big changes are afoot in the world because of the greater need of more energy and resources. The entry of China in the WTO...so late...is causing great disruptions to world trade. Cheaper consumer goods are welcomed by most people until they lose their job, and have to pay more for their petrol. It is going to take some time and pain before China is accomodated in the world economy.
