It depends whether you think that being a 'citizen' of Australia is worth anything or not.
If you think it's worth nothing then you might conclude that we should stop providing support to some Australian citizens who are in peril in foreign countries.
However, if you think it's worth something, then you might suggest that it would be stupid to ban citizens from entering their own country.
