I'm waiting for the quarterly but if the plant is only 50% completed, I expect further delay. Projects (irrespective of type) follow a target S curve (for $ and resourcing also). The target, or end date, $ or resourcing S curve measures one of those elements v's time (on a simple XY graph). The graph is flatter at the beginning (project initiation and planning) and the end (testing and implementation) and steeper in the middle, giving an S curve.
