As per the quarterly, management have clarified that the options are used to finance the company operations. Peter Rubinstein sells some shares to finance the option premium payments. It's a win-win for company, management and shareholders in my opinion: the options had been issued already, and at least are owned by management, who exercise them in line with business objectives, and in consensus with the board. At least they are not being exercised randomly by outsiders and unexpectadly for management.
