A lot of what you seem to be worried about are really just accounting methods and adjustments that have been used to temporarily avoid the difficulty of passing correctional laws through the congress. The necessity of the balance of interests in a highly complex and deeply linked global economy where even foreign governments employ agents to lobby for their interests makes passage of anything that upsets the inertia , generally an extremely time consuming process.
For time to time, these imbalances will emerge and will eventually be corrected for or adjusted for as is possible within the legal and financial framework of the time.
As for the fiat money system, I dont really see wny great evil with it. What else would you propose? Gold? You cant be serious... Creative accountants and lawmakers would manipulate that to as great an extent if not more than the current system, and there are so many limitations that limit the flexibility of a dynamic and growing economy like the US as to make it impractical.
