In the absence of any other viable solution to lowering the death rate of those being put on ventilators the powers that be take all that can be made and fund the build out to capacity. What the current capacity is, that is not relevant if it works.
Why? Because they might see it will helpful in other conditions like Influenza which currently kills significant numbers in some years, even with a vaccine. Unproven yet, but quite possible, but BARDA for instance accept that a fair percentage of their funding is going nowhere.
