Currently there are 1.6B shares on issue Fully Dilluted
They have asked for authority to be able to issue another 300M. That is 1.9B
If the funding does not come in, then FAS will have to pay out its Debt obligations as well as maintaining the office expenses.
As an example FAS have issued probably 400M shares over the past year.
So everytime shares are issues, it dilutes or lessens the upside of shareholder value.
Again this is just on valuation and maybe the stock may trade higher on emotion and speculation.
Remember you don't buy a beer for $17, if it is only worth $10 down the raod.
