Those shares aren't issued for a while and if you look at the top 20, it is very tight. They are all holders, not sellers. The top 20 is full of geo's, directors, founders and presumably people well connected to the founders who know the inside story with all the coal potential from the leases.

The share price is likely to be 10cents or higher by the time the independent report on the coal acquisition comes through. If this comes out with a very large resource estimate then who took the placement might well want to hold on.
