Skype and other VoIP systems are being beaten in some countries by carriers (owners of the networks) installing a simple software protocol that immediately detects a VoIP call and barrs it - This is operating in a few countries now, Saudi Arabia for one so I believe.
Telstra and other major Telco's (Including BT) are looking closely at this as a means of reducing or eliminating VoIP traffic on their networks.
