C) He doesn't know either way yet but he genuinely believes in what he does have (even if it is just a show at this stage) that he thinks it will be in the best interests of all involved to raise more capital now while he has the chance so that the area can be fully explored because he "knows" that it is there.
Plan C is what most explorers, inventors, managers of penny stocks work on and unfortunately sometimes their belief in what they are doing can be the biggest danger.
I'm not implying this here of course, just exploring the other possibility.
