I agree with Yak that lawyers etc. will always find a way to exploit the system if there is any legal avenue.

Change the law so that people are responsible for their own actions like they used to be and can't sue.
Cap payouts.
Ban lawyers from taking a percentage if successful and bring it back to a flat hourly fee.
And especially make it impossible for someone out of control on drugs (including alcohol) or doing something illegal (such as breaking into a house and hurting themselves) to sue anyone.
