As I said, you need to do a bit of reading.
Buru's most recent quarterly defines the timeline with respect to domgas: "Buru and MC are required to submit a proposal for the development of a domestic gas project and pipeline by 30 June 2016".
This provides ample time to prove up the reserves which would form the basis of a proposal. A proposal does not require any infrastructure, apart from a few desks, chairs, computers.
With respect to the export date, this again is wrong, or selective:
