Note partial tax exemption on interest income for investors to make bonds more attractive (encourage savings) and streamlined the offer process for corporates to sell Bonds within Australia. The govt understands this perfectly.
Of course the reduction in corp tax rate will still get the foreign capital flowing even if it is non mining purposes.
